At a practical level, the Biden administration’s declassifying Nigeria as a nation of concern [ for anti-Christian violence, persecution ] seems inexplicable and wrong-headed. However, the desire not to annoy the Islamist government of President Muhammadu Buhari – himself a Fulani, and so tilt Nigeria further towards China, seems to be the real underlying reason:
